Replacement License Plate in West Virginia

What is a License Plate Replacement in West Virginia?

License plate replacement involves reissuing a registration plate outside the normal renewal cycle. The West Virginia Division of Motor Vehicles (Division of Motor Vehicles) performs this operation in accordance with West Virginia Code §17A-3-19, which covers lost, damaged, and illegible plates.

  • Trigger conditions include a plate that is lost, stolen, physically damaged, faded to illegibility, or issued by another state before the owner established residency in West Virginia. A change in vehicle class requiring a different type of plate also qualifies.
  • Replacement has its own fee and documentation requirements, separate from annual or biennial renewal. One exception: a worn or faded plate replaced during renewal incurs no additional cost, according to the DMV license plate page.
  • West Virginia issues one plate per vehicle, which is mounted on the rear (West Virginia Code §17A-3-15). Tractors and road tractors mount the plate on the front.
  • Plate number continuity: a lost or stolen plate reported to the police cannot retain its number. The DMV assigns a new number. Personalized plates may be restored through a separate application for a replica.

When Do You Need to Replace Your West Virginia License Plate?

Several conditions require or justify a replacement request. The DMV may also suspend registration if the owner displays a damaged or illegible plate, according to West Virginia Code §17A-3-14(c).

  • A lost or stolen plate must be immediately reported to the West Virginia State Police. The DMV will not reissue a plate reported as stolen under the same number; a new number is assigned. For plates that are simply lost (not stolen), the same reporting requirement applies before a duplicate can be processed.
  • Plates that are physically cracked, bent, or otherwise damaged beyond the standard of readability at 100 feet in daylight (§17A-3-14(b)(2)) should be replaced immediately. The statute does not set a specific day, but the commissioner may suspend registration for non-compliance.
  • Faded or illegible plates fall under the same rule. The DMV encourages owners to request a new plate at renewal without additional charge.
  • New residents must register their vehicle within 30 days of establishing residency in West Virginia. West Virginia Code §17A-3-1a sets the deadline and lists presumptions of residency that trigger it.

How to Get a Replacement License Plate in West Virginia

Before choosing a channel, gather your current registration information, valid ID, and proof of insurance. If the plate was stolen, prepare a reference to the police report. Bring the damaged plate itself if you still have it.

  • In person: visit any West Virginia DMV regional office (26 locations statewide, from Beckley to Winfield). Present your ID, insurance certificate or owner’s statement of insurance, and personal property tax receipt. The office issues a new plate on the spot. Some county sheriff’s offices also process Class A and G registrations.
  • By mail requires a completed Application for Duplicate Registration/Decal/Plate (DMV-32-TR), payment by check or money order, and proof of insurance. Send the package to: WV DMV Vehicle Services, PO Box 17710, Charleston, WV 25317.
  • There is an online option through the DMV self-service portal (discussed in the next section). The system verifies your identity, insurance status, and current registration before processing.
  • For personalized plates that were lost or stolen, submit a separate Application for Issuance of a Duplicate License Plate (DMV-43-TR). The DMV will issue a letter explaining the plate’s validity, as a previously reported stolen number may still be flagged in law enforcement databases.

Can You Replace West Virginia License Plate Online?

Yes. West Virginia accepts online replacement requests through its DMV self-service portal. The portal processes duplicate plates, decals, and registration cards for most standard registrations. Apportioned (IRP) plates and BA plates are excluded; they require contact with the Motor Carrier Division at (304) 926-0799.

The self-service system asks the applicant to confirm that the original plate is lost, stolen, or destroyed, and to verify current insurance. Payment is made by credit card. The new plate is mailed. The portal is part of the broader WV DMV Skip the Trip suite, which also covers renewals, address changes, and personalized plate requests.

When the online portal cannot process your replacement (IRP vehicles, personalized plate replicas, or system compliance issues), visit any DMV regional office or mail the DMV-32-TR form to PO Box 17710, Charleston, WV 25317 with:

  • Completed DMV-32-TR application
  • Payment by check or money order for $10.50
  • Copy of insurance certificate or owner’s statement of insurance

If the standard online path covers your situation, use it. Otherwise, an in-person visit allows you to receive a plate the same day.

How Much is License Plate Replacement in West Virginia?

The base fee for a duplicate plate is straightforward, but the total depends on timing and whether you wish to restore the same personalization.

  • A duplicate plate costs $10.50, as currently posted on the WV DMV registration page. The statutory base is $10 according to West Virginia Code §17A-10-11, with adjustments allowed based on the CPI every five years.
  • Duplicate registration card or decal: $10.00 each.
  • Worn or faded plates replaced during renewal incur no additional charge for a standard next-in-line plate. Outside the renewal window, a $10.50 fee applies.
  • Personalized plate replicas (restoring the same letter/number combination on a new plate) add $20 to the new plate cost of $25 and reissuance registration fee of $3.75, totaling approximately $48.75.
  • West Virginia does not impose a separate county or local fee on duplicate plate transactions. The fee is uniform statewide.
  • Base Class A registration (plate plus registration) is $51.50 for new registrations. Electric vehicles pay from $151.50 to $251.50 depending on fuel type, according to the DMV registration fees brochure. These figures apply to initial registration, not a simple duplicate plate request.
