Eligibility for West Virginia License Plates

Owners must establish ownership and register vehicles within 30 days of establishing residency in West Virginia. W. Va. Code §17A-3 applies to all cars, trailers, and recreational vehicles operating on state roads.

  • Residency: New residents submit their out-of-state title along with the DMV-1-TR form and proof of West Virginia insurance. The 6% title sales tax is waived for vehicles already titled in the applicant’s name in another state, provided the 30-day submission period is met.
  • Vehicle: Passenger cars, trucks up to 10,000 pounds, motorcycles, and trailers require registration. Vehicles with a salvage title must pass a reconstructed vehicle inspection before DMV issues license plates.
  • Applicant: A valid West Virginia driver’s license or state ID serves as the primary identification document. Odometer disclosure is mandatory for vehicles with a model year of 2011 or newer.
  • License Plate Categories: The state issues standard Class A plates, personalized plates with standard, scenic, and wildlife graphics, and over 40 military and veteran plates (including disabled, Purple Heart, and Combat Medic plates). A vehicle must have a regular Class A plate before a special plate application is processed.

How to Get a License Plate in West Virginia?

Dealers handle paperwork directly for new vehicles. For private sales or out-of-state transfers, the buyer collects a document package and submits it to a regional DMV office or by mail.

  • Bring the assigned title (or Manufacturer’s Certificate of Origin for new vehicles), a completed application for certificate of title (DMV-1-TR), proof of West Virginia insurance, and odometer disclosure where required.
  • Pay the title fee, registration fee, 6% title sales tax on the net purchase price, and any lien recording fee at the cashier. DMV issues the license plate and registration card on the spot.
  • Within 10 days of titling, take the vehicle to an official inspection station licensed by the West Virginia State Police for a safety check. The sticker is valid for 24 months.

Registration renews annually. DMV sends a reminder postcard about 30 days before expiration. A valid insurance certificate and a personal property tax receipt from the county sheriff are required for renewal.

How Much Does a License Plate Cost in West Virginia?

The base registration fee is fixed for most passenger vehicles, but alternative fuel surcharges significantly increase the total cost for electric and hybrid vehicles.

  • Class A (passenger cars, light trucks): $51.50 per year or $103 for a two-year term. W. Va. Code §17A-10-3 sets the base at $50; the remainder covers a $1.00 litter control fee and a $0.50 insurance fee.
  • Motorcycles (Class G) cost $8 per year. Trailers (Class C) cost $50 for a permanent registration, valid until the trailer is sold or retired.
  • Vehicles powered exclusively by electricity or hydrogen add $200 per year to the base registration; plug-in hybrids add $100. W. Va. Code §17A-10-3C regulates these additional fees.
  • Title fee: $15. Lien recording: $10. Transfer of registration between vehicles: $10, according to §17A-10-10.
  • Personalized plates have an annual reservation fee of $15 for standard or scenic backgrounds and $30 for wildlife graphics (half of the funds go to the Non-Game Wildlife Fund).

Can I Get a License Plate Online in West Virginia?

The DMV Self-Service Portal processes registration renewals for Class A and Class G vehicles. Initial registrations and title transfers cannot be completed online; they require an in-person visit or mail submission.

The renewal portal accepts credit cards and generates a secure digital registration card stored in a smartphone wallet. Some county sheriff offices also process Class A and Class G renewals; check the West Virginia Sheriffs’ Association directory for participating counties. DMV Now kiosks at 12 locations statewide offer another self-service option for renewals.

For mail renewals, send the completed DMV-44 renewal form (or current registration card), insurance certificate, personal property tax receipt, and a check for the correct amount to:

  • West Virginia DMV, P.O. Box 17110, Charleston, WV 25317

If the portal covers your renewal, use it; the office or mail route is for everything else.
